Mercosur amends resolution on food contact cellulosic materials and articles, requiring member states to transpose the guideline into domestic law.
In April 2025, the Southern Common Market (Mercado Común del Sur, Mercosur) announced the approval of Mercosur/GMC/Res. No 02/25 ‘Modification of GMC Resolution No 40/15 – Mercosur Technical Regulation on Food Contact Cellulosic Materials’ (GMC Res. 40/15, version in Spanish or Portuguese).
This amendment revises the language regarding the requirement for diisopropylnaphthalene (DIPN) to: ‘The content of DIPN in the finished product produced from recycled fibers should be as low as technically feasible’ (Annex, Part II, Point 1.2(f)).
Member states (Argentina, Brazil, Paraguay and Uruguay) are required to transpose this resolution into their national legislation.
It is important to note that Bolivia, which became a full member of Mercosur in July 2024 (Law 1567 of July 4, 2024), has a four-year transition period to align its legislation with Mercosur guidelines.
