There are several legislation updates, including “Eight Regions Adjusted Minimum Wage Standards”, “Work Safety Law of the People’s Republic of China (2021 Revision) Will Come into Force on September 1st”, “Integrated Emission Standard of Air Pollutants of Sichuan Province (DB32/4041-2021) Will be Carried out on August 1st”, etc.

1、Eight Regions Adjusted Minimum Wage Standards
Eight provinces, autonomous regions and municipalities have announced the updates of minimum wage standards in 2021. Jiangxi Province, Heilongjiang Province and Xinjiang Uygur Autonomous Region have already implemented new minimum wage standards in the first half of this year. Shanghai City, Tianjin City and Tibet Autonomous Region have executed the updated standards since July 1st. The monthly minimum wage standard in Shanghai has been raised to CNY 2590, ranking first in China, while it is adjusted to CNY 2180 in Tianjin and CNY 1850 in Tibet. Beijing City will carry out the new minimum wage standard from August 1st, raising the standard from CNY 2200 to CNY 2320, with an increase of CNY 120.

2、Government of Sichuan Province Issues <Measures of Regulations on Work-Related Injury Insurances in Sichuan Province>
In order to implement the <Regulations on Work-Related Injury Insurances in Sichuan Province>, guarantee the legal rights of workers with work-related injuries, and effectively disperse the work-related injury risks of employers, Sichuan Province issues <Measures of Regulations on Work-Related Injury Insurances in Sichuan Province>, which is a step forward to perfect the system of work-related injury insurance in Sichuan. The “measures”, totally 15 articles in 4 chapters, will come into force on August 6th, 2021, including standards of treatment, refinements of policies and the convergence of new and old policies.

3、<Work Safety Law of the People’s Republic of China (2021 Revision)> Will Come into Force on September 1st 
The Standing Committee of China's National People's Congress voted to adopt the decision on amending the <Work Safety Law of the People’s Republic of China>, which will come into force on September 1st. It is the third revision since it is formulated in 2002, with 42 articles involved. The revision includes: pursuing new ideas and new conceptions; implementing the decisions of the central government; perfecting the system of responsibility for production safety; enhancing the prevention and response to new difficulties and risks; and strengthening the punishment on illegal acts.

4、Nation’s Emergency Rescue Center of Work Safety Issues <Guidelines for Safe Rescue of Accidents Occurring in Limited Space Operations>
In order to guide production and operation entities in emergency preparation, improve safe rescue capability of accidents occurring in limited space operation, prevent the increase of casualties caused by improper and blind rescue, and guarantee the safety and health of rescue workers, Nation’s Emergency Rescue Center formulated <Guidelines for Safe Rescue of Accidents Occurring in Limited Space Operations>. The notice of <Guidelines for Safe Rescue of Accidents Occurring in Limited Space Operations> was printed on May 11th. The “Guidelines” apply to emergency preparations and rescue of accidents occurring in limited space operation for production and operation entities.

5、<Integrated Emission Standard of Air Pollutants of Sichuan Province> (DB32/4041-2021) Will be Carried out on August 1st
Department of Ecology and Environment of Jiangsu Province issued a local standard- <integrated Emission Standard of Air Pollutants of Sichuan Province> (DB32/4041-2021) on May 14th. The “standard” stipulated controlling emission, monitoring and administrating air pollutants of stationary sources, which applies to the emission management of current air pollutants of stationary sources, EIA of construction project, engineering design of environmental protection, and the issue of pollutant discharge permit as well as the emission management after it is put into operation in Jiangsu Province.
