1、The Minimum Wage Standards in Jiangxi, Heilongjiang and Shaanxi updated
Three provinces in China have announced the updates of minimum wage standards in 2021. Jiangxi Province and Heilongjiang Province have implemented the new standards from April 1st. The monthly minimum wage standards of three classes of areas in Jiangxi Province are respectively raised to CNY 1850, CNY 1730 and CNY 1610, while their hourly minimum wages for part-time employment were adjusted accordingly. The monthly minimum wage standards of three classes of areas in Heilongjiang were increased to CNY 1860, CNY 1610 and CNY 1450. The new minimum wage standards in Shaanxi will come into force from May 1st, with an increase of CNY 150 in monthly minimum wage standards for each class of area.

2、<Regulation on the Administration of Permitting of Pollution Discharge> Came into Force on March 1st
Issued by the State Council, the “Regulation” has strengthened the responsibilities and obligations of pollutant dischargers in the application of pollution discharge permit and processes of pollution discharge administration. Pollutant dischargers are subjected to discharge with a pollution discharge permit, strictly following the standards of the permit. More severe punishments will be executed on pollution dischargers that fail to obtain pollution discharge permits or discharge excessively. The “Regulation” provides a legal basis for regulating and controlling pollutant discharge.

3、NHC Issued <Catalogue of Occupational Hazard Risks in Construction Projects for Classified Management>
National Health Commission issued the new edition of <Catalogue of Occupational Hazard Risks in Construction Projects for Classified Management> on Mar 12th, 2021. Meanwhile, the 2012 edition promulgated by the former State Administration of Work Safety was abolished as of the launch date of the new edition. The main revisions are as follows:
1) The range of application is expanded to classified supervision and management of “three simultaneousness” of protection facilities for occupational diseases, as well as to the confirmation of inspection frequency for occupational hazards in workplaces of recruiters.
2) The levels of occupational hazard risks in construction projects are simplified from three to two, with the level of medium severe removed.
3) Adding a supplementary provision: the industry of construction units or employers, which are exposed to occupational hazards but excluded from this “catalogue”, can find out the risk classification based on the evaluation of occupational hazards.
4) Supplementing a number of industry sectors to the “catalogue”.

4、MEE and MNR Issued <Interim Measure for Identification of Responsible Person Towards Soil Pollution of Construction Land>
Ministry of Ecological Environment and Ministry of Natural Resources jointly promulgated <Interim Measure for Identification of Responsible Person Towards Soil Pollution of Construction Land> on January 28th, 2021. The “Interim Measure” is going to be implemented on May 1st, 2021. It will provide a legal basis for identification of responsible persons when the responsible persons are uncertain or when there is a dispute, which will further practise the principle of responsibility for pollution.

5、Ministry of Emergency Management Issued <Measure for Security Contract Responsibility System of Major Hazardous Sources in Hazardous Chemicals Enterprises (Trail)>
Released on February 4th, 2021, the “Measure” stipulates that enterprises should clearly specify the major directors, technical directors and operation directors of major hazardous sources. Meanwhile, enterprises should carry out the security contract system in overall, technical and operation management, so as to ensure the security and stability of major hazardous sources.
