There are several legislation updates, including “MOHRSS, MOF and SAT Issues Notice on Extending the Period of Policy on Deduction and Exemption of Social Insurance Premiums for Enterprises”, “Ministry of Emergency Management Issues Catalogue of the Classified Management of Hazardous Chemicals for Enterprise Safety (2020)”, “MOEM, MIIT and MPS Jointly Formulates Catalogue of Hazardous Chemicals under Special Control (the First Version)”,etc.

1、Fujian, Qinghai, Guangxi Raised the Minimum Wage Standards, While Several Regions Noted a Suspension
The minimum wage standards in Fujian Province, Qinghai Province and Guangxi Zhuang Autonomous Region were increased as of March 31st, 2020. Fujian adjusted the classes of areas from 5 to 4, which were CNY1,800, CNY1,720, CNY1,570 and CNY1,420 respectively. Meanwhile, their hourly minimum wage standards for part-time employment were adjusted to CNY18.5, CNY18, CNY16.5 and CNY15 respectively. In Qinghai, the monthly minimum wage standard was raised from CNY1,500 to CNY1,700. As for the first-class area in Guangxi, the monthly minimum wage standard was increased to CNY1,810, while the hourly one was stipulated as CNY17.5. Beijing Municipality, Shanghai Municipality, Tianjin Municipality and Shandong Province issued the notice on a suspension of the adjustment of minimum wage standard due to COVID-19.

2、MOHRSS, MOF and SAT Issues <Notice on Extending the Period of Policy on Deduction and Exemption of Social Insurance Premiums for Enterprises>
The notice highlights that, the policy on exempting the portion of three social insurance premiums paid by enterprises for small and medium-sized enterprises in each province, is extended to the end of December 2020. Meanwhile, the policy on halving the portion of three social insurance premiums paid by enterprises for large enterprises (excluding governments and institutions) is prolonged to the end of June 2020. The enterprises that are severely hit by COVID-19 and thus have difficulties in production and operation, are permitted to defer social insurance payments until the end of December 2020. No overdue payment is needed during the deferment. By the end of September, this policy covered 1,129.9 enterprises with a deduction of CNY910.7 billion and deferred payment of CNY61.6 million.

3、Ministry of Emergency Management Issues <Catalogue of the Classified Management of Hazardous Chemicals for Enterprise Safety (2020)>
MOEM notes that precise investigation and assessment of enterprise safety conditions for hazardous chemicals should be carried out. The emergency management departments of all regions are required to implement the three-year action of specific safety rectification for hazardous chemicals. The “Catalogue” is an important basis for the classified management of hazardous chemicals for enterprise safety, so emergency management departments of all regions can adjust details and measures to local conditions.

4、MOEM, MIIT and MPS Jointly Formulates <Catalogue of Hazardous Chemicals under Special Control (the First Version)>
Extracted from Catalogue of Hazardous Chemicals, Catalogue of Hazardous Chemicals under Special Control (the First Version) was announced on May 30th, 2020. The catalogue stipulates 20 hazardous chemicals under special control, including four explosive chemicals, six toxic chemicals, five combustible gases and five combustible liquids. It also clarifies some control measures: building information platform to ensure the management of information tracing during the whole life circle; researching standardized packaging management; strictly controlling the access to safety production; strengthening the transport management; storing the specially controlled chemicals in designated places.

5、People’s Government of Guangdong Province Issues <Compensation Measures for Ecological Environment Destruction (Trail)>
The “Measures” defines all parties of ecological compensation, and specifies the workflow of case investigation, consultation, supervision of remediation and fund management. Meanwhile, it emphasizes supervising the effects of ecological remediation.
