Communique on the Inspection of Some Textile, Clothing and Leather Products in Turkey

The Turkey Ministry of Trade has published a communique in the Official Gazette No. 31297 on 7th November 2020 regarding the import inspections of products specified in the Customs Tariff Statistics Positions (GTIP) and will be subject to the Free Circulation Regime. Communique will enter into force on 1st January 2021.

Communique on the Inspection of Some Textile, Clothing and Leather Product (2021/18)” has been published by the Turkey Ministry of Trade to regulate the procedures and principles regarding the inspection of specified products to the relevant legislation in terms of human health, safety of life and property, environment and consumer protection.

According to the communique, the import inspections of products specified in the GTIP number covers leather goods, handbags, carpets, clothing, shoes, bags, gloves, sleeping bags, watch straps, etc (detailed GTIP information can be found here). They are subjected to the legislation of Azo Dyes in accordance with the “Regulation on Registration, Evaluation, Authorization and Restriction of Chemicals” in Official Gazette No. 30105 (repeated) on 23rd June 2017. Shoes, leggings and similar articles and their parts are included in Chapter 64 of Episode 12 under GTIP list. Chapters under GTIP list can also be subjected to one or more of the Phthalates, DOT and Chromium VI tests in accordance with the “Regulation on Registration, Evaluation, Authorization and Restriction of Chemicals” in Official Gazette No. 30105 (repeated) on 23rd June 2017.
