1、Minimum Wage Standard of 2020 issued (ended March 31, 2020)
Ministry of Human Resource and Social Security issued the monthly and hourly minimum wage standards in all regions around the country on April 26. Figures indicate the first-tier monthly minimum wage standard in 6 provinces and cities, Shanghai, Beijing, Guangdong, Tianjin, Jiangsu, Zhejiang, are over 2000 yuan, which ended March 31, 2020. The Shanghai monthly minimum wage standard is 2480 yuan, the highest in China.

2、MOHRSS, MOF issues the Notice on Implementation of the Special Plan for Maintaining and Expanding Posts of Enterprises
The notice points out that all localities should accelerate the implementation of unemployment insurance return policy, support the insured enterprises to avoid and reduce redundancies. Before December 31, 2020, the maximum return standard for small and medium-sized enterprises can be increased to 100% which was paid by the enterprise and its employees in 2019.

3、Joint Prevention and Control Mechanism of the State Council issues Guidance on Epidemic Prevention and Control Measures for Enterprises and Institutions Resuming Work and Production in Different Risk Areas of the Country
The Guidance was issued on April 7, 2020, which makes requirements on the epidemic prevention and control measures for enterprises and institutions in low-risk, high-risk and medium risk areas to resume work and production. The Guidance requires that enterprises and institutions shall strengthen visitor registration administration and health monitoring, carry out the ventilation, cleaning and disinfection in units, canteens, dormitories and other places, popularize the epidemic prevention and control knowledge, and implement the employees’ personal protection in accordance with requirements of occupational health specifications and others.

4、The Standing Committee amends and adopts the Law of the People’s Republic of China on the Prevention and Control of Environment Pollution Caused by Solid Wastes
On April 29, 2020, the Law of the People’s Republic of China on the Prevention and Control of Environment Pollution Caused by Solid Wastes was approved at the 17th Meeting of the Standing Committee of the thirteenth National People’s Congress, and effective from September 1, 2020. The Law improved the prevention and control system of environmental pollution by industrial which strengthened the producer responsibility, added discharge permit, management account, and evaluation on resources utilization and other regulations, increased the penalties and the fines for violations.

5、MOHURD promulgated the Interim Provisions on the Administration of Fire Protection Design Review and Acceptance of Construction Projects
On April 4, 2020, MOHURD promulgated the Interim Provisions on the Administration of Fire Protection Design Review and Acceptance of Construction Projects (Order No. 51 of the MOHURD), adjusted the competent departments of fire protection design review and acceptance of construction projects, and adjusted and improved the specific provisions on the review and acceptance of fire protection design of construction projects. The provisions are applicable to the fire design review and fire-fighting acceptance of special construction projects, as well as the register and spot check of fire-fighting acceptance of other construction projects, which shall come into force as of June 1, 2020.
