The increasing in minimum wage has always been concerned for enterprises and labours. Until August of 2018, minimum wage standards have been raised in 13 provinces and cities this year. In addition, there are several legislation updates, including "Zhejiang province has improved the enterprise high-temperature allowance standard" "Hunan province implemented <Review Method of Collective Contract in Hunan Province>" and "Gansu province implemented < Measures for the Implementation of Industrial Injury Insurance>" etc.
1.13 Regions raised the minimum wage standards
Until now, 13 provinces and cities have announced increases in the minimum wage standards this year. They are Shanghai, Beijing, Guangdong province, Shandong province, Xinjiang Uygur autonomous region, Sichuan province, Jiangxi province, Guangxi Zhuang autonomous region, Yunnan province, Tibet autonomous region, Liaoning province, Henan province, Jiangsu province. After the adjustment, Shanghai continues to rank first in China with a monthly minimum wage of 2,420 yuan.
2.Zhejiang province has improved the enterprise high-temperature allowance standard
From 1 June, Zhejiang province has improved the outdoor and indoor staffs’ monthly high-temperature allowance standards to 300RMB and 200RMB respectively, and the duration of distributing high-temperature allowance will be 4 months. The Notice stipulated that the high-temperature allowance should not be included in the minimum wage standard, and enterprises shall not decrease the employees’ wages due to the increase of high-temperature allowance.

Tianjin has issued Tianjin Implementation Plan for < key river basin water pollution prevention and control plan (2016-2020) >, clearing the planning goal. One of the key tasks identified in the Plan is the prevention and control of industrial pollution, which mainly includes promoting industrial transformation and development, upgrading the level of industrial clean production, implementing the plan for emission of industrial pollution sources overall up to standard.
4.The 2018 basic pension adjustment plan for retirees of Jiangsu province was officially announced
The 2018 basic pension adjustment plan for retirees of Jiangsu province was officially announced. The Plan stipulates that the monthly increase shall be determined by the payment year. If the monthly increase is less than 25.5 yuan, it shall be increased by 25.5 yuan. Retirees over 70 years old will keep enjoy the preferential policy.
5.Hunan province implemented <Review Method of Collective Contract in Hunan Province>
<Review Method of Collective Contract in Hunan Province >has been implemented since 1 June with a five-year period of validity. The “Review Method” stipulated that after had signed or changed the collective contract with employees, the enterprises should submit the contract and related materials to The Ministry of Human Resource and Social Security within 10 days from the agreement date. The Ministry of Human Resource and Social Security will review the validity of the collective contract. The collective contract includes the wage collective agreement, protection of the female employees’ rights and interests, etc.
6.Chongqing City issued < Measures for Trial Implementation of Quality Credit Rating Management of Industrial Enterprises>
Chongqing Quality Supervision Bureau implemented < Measures for Trial Implementation of Quality Credit Rating Management of Industrial Enterprises>. The enterprises just need to public their standards on the relevant website, and then the production could be carried out. The Quality Supervision Administration will supervise the enterprises’ production in the course and afterwards, and will seriously punish the enterprises if they were not according to the production standards.
7.Gansu province implemented < Measures for the Implementation of Industrial Injury Insurance>
< Measures for the Implementation of Industrial Injury Insurance in Gansu Province> will be implemented from 1 September. The “Measures” stipulates that the Administrative Department of Provincial Social Insurance is charge of the work of the province industrial injury insurance, and the management funds should be included in the budget of finance department at the same level, meanwhile the Provincial Reserve System for Industrial Injury Insurance should be set. The “Measures” also stipulates the one-time subsidy standards of industrial injury medical and disable employment.
8.Guangxi issued < Measures for the Implementation of Use and Management of Industrial Injury Prevention Fee in Guangxi Zhuang Autonomous Region>
< Measures for the Implementation of Use and Management of Industrial Injury Prevention Fee in Guangxi Zhuang Autonomous Region>has been issued. The Measures stipulates that the industrial injury prevention fee is part of the overall coordinating region industrial injury insurance fund, and it is the expenses for industrial injury prevention according to the law. This year, nearly 12 million yuan will be allocated from the industrial injury insurance fund for publicity and training on the prevention of industrial accidents and occupational diseases, so as to reduce these problems from the source.
