Dec 12th, 2007 Mr. Du Jia-Bin, General Manager of the consumer testing services, SGS-CSTC and Mr. Liu hui, Director of Zhuhai Entry-Exit Inspection and Quarantine bureau ("CIQ Zhuhai" for short) Technology Center signed an agreement about a cooperation in setting up a RoHS laboratory in Zhuhai, Guangdong province. The two sides leverage technology expertise, qualification and market resources of European and China RoHS testing in this cooperation to provide more comprehensive RoHS testing service for import and export enterprises. The cooperation also brings significant enhancement on the RoHS test service level of Guangdong province.
With the development of research and technology, environmental harm caused by electronic waste pollution has drawn worldwide attention. Many countries establish standards and regulations to enhance the product compliance to the environmental and public safety requirements. The implementation of EU RoHS < Directive on restricting the use of certain hazardous substances in electrical and electronic equipments> from July 2006 ordains EU Members should control and ensure the electronic and electrical products sold in Europe cannot contain six kinds of harmful substances like cadmium, mercury, hexavalent chromium, poly-PBDE, PBB and et al.
While the launch of EU RoHS brings great impact to China enterprises exporting to EU market, Chinese government’s follow up is also quick. The first green statutes of the electronic information industry <Electronic Information Products’ Pollution Control Management Measures> (commonly known as China RoHS) was executed in March 2007 claims that electronic information products sold in China market have to meet requirements about substances and labeling. More and more suppliers (both domestic manufacturers and foreign manufacturers exporting to the Chinese market) pay attention to reduce the containing of toxic and harmful substances in electronic information products from the design and production procedures and apply for RoHS testing proactively.
As the earliest EU RoHS testing service provider in China, SGS-CSTC has provided RoHS testing reports for over 200,000 companies, which made herself the largest commercial RoHS service provider. Also, SGS continuously invests her technical expertise to contribute to the formulation and implementation of China’s RoHS, which was highly praised by the leadership of the Ministry of Information Industry.
Recommended by the State Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), Zhuhai CIQ is the designated lab by China Quality Certification Center (CQC) to be the authoritative China RoHS tester in Guangdong province. The cooperation between SGS-CSTC and Zhuhai CIQ will optimize both sides’ advantages and provide a highly efficient service platform to meet the RoHS testing business requirements for all importer and exporter market players. Zhuhai CIQ is highly recognized by the industry for its initiative of integrating external resources to provide better RoHS services to enterprises.
According to Dr. Li Xinzhu, the Senior Technical Manager of SGS-CSTC, the RoHS lab is cooperatively set up by SGS and Zhuhai CIQ in Zhuhai Exit Inspection and Quarantine Technology Center. The two sides have made initial investments about 4 million yuan.  The lab with over 1000 square meter testing space will be officially open in early March and will be able to provides efficient and professional one-stop RoHS testing services to manufacturers and exporters of consumer goods in South China.
