Introduced by the European Union in 2022, the PPWR replaces the 1994 Packaging Directive and is designed to address the significant rise in packaging waste, which reached 84 million tonnes annually in 2022. Under the PPWR, all packaging must be recyclable by 2030. The regulation sets binding, material-specific recycling targets (e.g. 55% for plastics), bans certain single-use items such as miniature toiletries, and requires the integration of 30% recycled content in plastic packaging by 2030. Additionally, companies must adopt digital labeling by 2027. As a directly applicable regulation, the PPWR does not require national transposition but will carry strict penalties for non-compliance.
