For the last 15 years, toys sold in the EU have been regulated under Directive 2009/48/EC, the Toy Safety Directive (TSD). In September 2025, this will change with the expected publication of a new toy safety regulation (TSR). Currently at the draft stage, and with discussions ongoing, the TSR will replace the TSD, introducing new requirements.
The key objectives of the revision are to enhance protection from hazardous chemicals and reduce the number of unsafe and non-compliant toys on the market. As a result, recently published or upcoming EN-71 standards will need to be revised to ensure alignment with the updated safety requirements.
