SG 142/26
The United Kingdom Health and Safety Executive (UK HSE) has added nine entries to the UK REACH Candidate List.
On October 19, 2026, the HSE added nine substances of very high concern (SVHCs) and SVHC groups to the UK REACH Candidate List for authorization. Further information on these groupings is also available in the Registry of SVHC Intentions Until Outcome (RoI).
These nine SVHCs are also on the EU REACH Candidate List of SVHCs.
Which nine SVHCs have been added to the UK REACH Candidate List?
These nine SVHCs and examples of their applications are detailed in Table 1.

What does this regulation require?
Once a substance is placed on the UK REACH Candidate List, suppliers have legal obligations when supplying the substance on its own, in mixtures or in articles.
Duty to communicate on substances in articles
Suppliers of an article containing a UK REACH Candidate List SVHC at a concentration greater than 0.1% are required to provide recipients with sufficient information to ensure the safe use of the article. The same information must be provided to consumers (the general public) within 45 days of a request.
Duty to notify HSE
Producers, importers and suppliers of articles in Great Britain are obliged to notify the HSE if their articles contain a substance included on the UK REACH Candidate List. This applies if the substance meets both of the following conditions:
- Present at more than 0.1%
- Present in quantities totaling more than one tonne per producer or importer per year
The notification must be submitted within six months of the date the substance is included on the list.
Duty to communicate information on substances
Suppliers of substances on the UK REACH Candidate List, either on their own or in mixtures, are obliged to provide their customers with an up-to-date safety data sheet (SDS).
Who is impacted?
Stakeholders across multiple industries and supply chains are affected. This includes manufacturers, importers and suppliers of SVHCs, whether these substances are present on their own, in mixtures or in articles, operating in Great Britain.
When does it apply?
The legal obligations described above apply from October 19, 2026.
