EU Proposes Revision to CLP Regulation on Substances and Mixtures

The European Union (EU) is planning to update Regulation (EC) No. 1272/2008 on Classification, Labeling and Packaging of Substances and Mixtures.

On November 27, 2025, the World Trade Organization announced a draft regulation from the EU on its intention to revise Regulation (EC) No. 1272/2008 on Classification, Labeling and Packaging of Substances and Mixtures (CLP Regulation, current consolidated version to September 2025)

Key changes to Table 3 ‘List of harmonized classification and labeling of hazardous substances’, in Part 3 of Annex VI of the CLP Regulation include:

  • Adding 38 entries, including 4,4’-methylenediphenol (aka bisphenol F (BPF), CAS 620-92-8) as a reprotoxic 1B substance
  • Updating 10 entries, including bronopol. The use of this preservative is permitted in finger paints under the conditions specified in EN 71-7:2014+A3:2024

This draft regulation is intended to be adopted in Q1 of 2026.

Substances and mixtures must be classified, labeled and packaged in accordance with the revision 18 months after the date of entry into force.
