Health Canada Updates Table 2 of the General Prohibitions Process under the CCPSA

Health Canada adds products containing button/coin batteries and the packaging of button/coin batteries to Table 2 in Health Canada’s Approach to the General Prohibitions under the Canada Consumer Product Safety Act (CCPSA).

On November 24, 2025, Health Canada updated Table 2 of its Approach to the General Prohibitions under the CCPSA, adding products containing button or coin batteries, as well as the packaging for these batteries, that have undergone a danger to human health or safety assessment. Consumer products that use zinc-air button or coin batteries are not included in this assessment.

Health Canada is inviting stakeholders to review the assessment for these products and their packaging and to submit comments by January 22, 2026. Once the consultation period ends, Health Canada will evaluate the comments received and decide whether the product class poses a danger to human health or safety. If a danger is identified, the product class will be advanced to Table 3. If no danger is found, the product class will be returned to Table 1 for ongoing monitoring.

It is important to note that this proposal does not constitute a ban. Products that meet relevant safety requirements will continue to be permitted on the Canadian market.

Table 2 outlines performance criteria such as recognized voluntary standards, international requirements, and regulatory provisions that Health Canada has determined may be sufficient to mitigate the identified hazards.

    • ISO 8317:2015 – Child resistant packaging – Requirements and testing procedures for reclosable packages; or the equivalent
  • Non-reclosable:
    • CSA C22.2 NO. 60086-4:19 (R2024) Primary batteries—Part 4: Safety of lithium batteries (Adopted IEC/CEI 60086-4:2014, 4th Edition, 2014-09, with Canadian deviations); or
    • IEC/CEI 60086-5:2021 Primary batteries- Part 5: Safety of batteries with aqueous electrolyte; or
    • ISO 28862:2018 – Packaging – Child-resistant packaging – Requirements and testing procedures for non-reclosable packages for non-pharmaceutical products; or the equivalent
Labeling criteria:
  • ANSI/UL 4200A-2023- Standard for Safety for Products Incorporating Button Batteries or Coin Cell Batteries; or
  • ASTM F963-23 – Standard Consumer Safety Specification for Toy Safety; or
  • CSA C22.2 NO. 60086- 4:19 (R2024) Primary batteries—Part 4: Safety of lithium batteries (Adopted IEC/CEI 60086-4:2014, 4th Edition, 2014-09, with Canadian deviations); or
  • IEC/CEI 60086-5: 2021- Primary batteries Part 5: Safety of batteries with aqueous electrolyte; or
  • ANSI C18.3M Part 2-2023 – Portable Lithium Primary Cells and Batteries- Safety Standard; or the equivalent
