The European Commission´s Implementing Decision (EU) 2025/1175 updates the INCI Glossary under Regulation (EC) No. 1223/2009, used for cosmetic labeling in the European Union.

On June 16, 2025, the European Commission adopted Implementing Decision (EU) 2025/1175, which officially updates the Glossary of Common Ingredient Names for the labeling of cosmetic products within the European Union. This decision, issued under Regulation (EC) No. 1223/2009 on cosmetic products, supersedes Implementing Decision (EU) 2022/677 and introduces a revised glossary of internationally recognized nomenclatures for cosmetic ingredients (INCI – International Nomenclature of Cosmetic Ingredients).

The adopted decision adds 348 new ingredient entities, bringing the glossary to a total of 30,418 ingredient names.

Key updates include:

  • Addition of latest INCI data: inclusion of newly INCI ingredients published by the Personal Care Product Council
  • Elimination of obsolete ingredients: deletion of obsolete or discontinued ingredient designations, especially in aromatic compounds
  • Correction of previous entries: rectification of errors and omissions from previous glossaries, including the replacement of outdated or incorrect reference names with current INCI names
  • Implementation of colorant nomenclature: mandatory use of the Colour Index (CI) nomenclature for all non-hair dyes colorants

Through the Implementing Decision, the European Union aims to enhance transparency, ensure product safety and reinforce regulatory compliance for cosmetics.

The Implementing Decision establishes a transitional period from July 29, 2025, to July 29, 2026, during which manufacturers may update product labels to reflect the revised glossary. From July 30, 2026, the use of the updated INCI Glossary will become mandatory, and all cosmetic products placed on the EU market must comply with the updated ingredient nomenclature.
