EU Sets Restrictions for Wave Rollers

European Commission has published an implementing decision to amend EN 71-1:2014+A1:2018, specifically clause 4.15.1, stating it does not sufficiently cover the safety of so-called wave rollers.

Wave rollers are a specific type of ride-on toy, in which the child is seated close to the ground and there is one steering wheel and two supporting wheels. Steering and propulsion are achieved by alternate foot pushes. During use, the wheels are within the child’s reach, although normally the hands should be on the handlebars.

The accessibility of the wheels is a hazard that is currently not addressed under EN 71-1:2014+A1:2018. This means there is a risk of fingers or hands being caught by the wheel.

In September, the European Commission published implementing decision (EU) 2025/1785 to amend the reference in harmonized standard EN 71-1:2014+A1:2018 by adding a restriction for wave rollers, stating that clause 4.15.1 (toys propelled by a child) does not adequately address the safety risks associated with these toys.

The decision entered into force immediately.
