The United Kingdom’s Health and Safety Executive (HSE) has updated the Great Britain mandatory classification and labeling list (GB MCL List) for substances and mixtures. This latest edition entered into force on September 23, 2025.
In September 2025, the HSE published documents supporting ministerial decisions on new or revised GB MCL entries, along with the seventh edition of the GB MCL List for substances and mixtures. This latest edition introduces new or revised legally binding mandatory classification and labeling for 32 substances, including, but not limited to:
- 1H-benzotriazole (CAS 95-14-7): used in a range of products, including anti-freeze and de-icing products, heat transfer fluids, lubricants and greases, paint and coating products, as well as washing and cleaning products. It is also used as a corrosion and UV light inhibitor for various metals and as a plastic stabilizer
- n-hexane (CAS 110-54-3): a substance with many industrial uses, including the manufacture of adhesives and sealants, anti-freeze products, coating products, cosmetic and personal care products, dyes, fillers, finger paints, inks and toners, leather treatment products, lubricants and greases, modelling clay, non-metal surface treatment products, perfumes and fragrances, plasters, polishes, putties, textile treatment products and waxes
- Methyl-1H-benzotriazole (CAS 29385-43-1): used in automotive care products, heat transfer fluids, lubricants and greases, paints, coatings and adhesives
- Perboric acid, sodium salt and similar compounds (Index No. 005-022-00-4): includes perboric acid, monosodium salt trihydrate and similar compounds (005-023-00-X) and sodium peroxometaborate (005-024-00-5)
- Silver (CAS 7440-22-4): valued for its antimicrobial, thermal and electrical conductor properties. It has widespread uses in healthcare, industrial and technological processes, including electrical contacts, printed circuit boards and solder
The final compliance date for the new or revised classifications and labeling for these 32 substances is March 22, 2027. However, substances and mixtures may be classified, labeled and packaged in accordance with this amendment before this date.
