The European Union (EU) has added Dechlorane Plus (DP) to its legislation on persistent organic pollutants (POPs).
In 2024, the EU completed its consultation on the proposed listing of DP under Regulation (EU) 2019/1021 on POPs (POP Recast Regulation, SafeGuardS 102/24).
On September 25, 2025, the EU issued Commission Delegated Regulation (EU) 2025/1930 (‘the Regulation’) to amend Part A of Annex I to the POP Recast Regulation (current consolidated version to August 2025) by adding DP, with specific exemptions on intermediate use and other defined applications. This regulation reflects the inclusion of this chemical in Annex A of the Stockholm Convention on POPs with specific exemptions (SC-11/10).
To reinforce the application and enforcement of the POP Recast Regulation, an unintentional trace contaminant (UTC) value has been set for DP in substances, mixtures and articles.
Highlights of ‘the Regulation’ amending Part A of Annex I to the POP Recast Regulation and the uses of DP are summarized in Tables 1 and 2, respectively.
