EU Revises CLP Regulation on Substances and Mixtures

The European Union (EU) has issued a revision to its CLP Regulation. This amendment entered into force in July 2025.

In June 2025, the EU issued Commission Delegated Regulation (EU) 2025/1222 to revise Regulation (EU) No 1272/2008 on classification, labeling and packaging of substances and mixtures (CLP Regulation, current consolidated version to February 2025).

Key changes to Table 3, ‘List of harmonized classification and labeling of hazardous substances’, in Part 3 of Annex VI of the CLP Regulation include:

  • Adding 22 entries, including ozone
  • Revising 10 entries, including:
    • α-Methylstyrene – a substance used in the production of acrylonitrile butadiene styrene (ABS) copolymers, other plastics, resins, synthetic rubber, adhesives, coatings and paints
    • Isophorone diisocyanate (IPDI) – used in adhesives and glues, elastomers and thermoplastic urethane (TPU), hard foams and coatings, leather and textiles, as well as polyurethane (PUR) resins
    • Vinylidene chloride (VDC) – primarily used as a precursor for the manufacture of polyvinylidene chloride (PVDC) copolymers, which are widely used in flexible film food packaging, as a barrier coating for paper, cellulose and plastics. These polymers are used in the textile industry (e.g. furniture and automobile upholstery), as flame retardant coatings for fibers and carpet backing, and in piping, steel pipe coatings and adhesive applications

This amendment will apply from February 1, 2027. However, substances and mixtures may be classified, labeled and packaged in accordance with this amendment before this date.
