The European Union (EU) has regulated the use of two hazardous substances under REACH. The new law will enter into force on June 23, 2025.
On June 3, 2025, the EU issued Commission Regulation (EU) 2025/1090 (the Regulation) to add two substances to the list of restricted chemicals under Annex XVII of Regulation (EC) No. 1907/2006 ‘Registration, Evaluation, Authorization and Restriction of Chemicals’ (Annex XVII of REACH, consolidated version to April 20025).
These two chemicals are:
- N,N-dimethylacetamide (DMAC, CAS 127-19-5, entry 80 to Annex XVII of REACH) – a solvent used in paints/coatings, the manufacture of man-made fibers and films and during the production of polyamide-imide enamels (varnishes) used for electrical wire insulation. Other applications include adhesives and automotive care products. This chemical has been on the Candidate List of substances of very high concern (SVHC) since December 2011
- 1-ethylpyroolidine-2one (NEP, CAS 2687-91-4, entry 81) – a solvent used in the manufacture of adhesives and sealants and paints and coatings, as well as plastic and rubber materials
The key restrictions for these two chemicals are summarized in Table 1.
