Montenegro has prohibited PFHxS, its salts and PFHxS-related compounds, as well as products containing these hazardous chemicals. The prohibitions came into effect on May 17, 2025.
In 2022, members of the tenth meeting of the Conference of the Parties to the Stockholm Convention (SC COP-10) on persistent organic pollutants (POP) agreed to include perfluorohexane sulfonic acid (PFHxS), its salts and PFHxS-related compounds in Annex A of the Convention for elimination without specific exemptions (Decision SC-10/13).
PFHxS, its salts and PFHxS-related substances are members of the per- and polyfluoroalkyl substances (PFAS) family of industrial chemicals. They have unique properties with high resistance to friction, heat and chemical agents, and are used as water, grease, oil and soil repellents. They are widely used in the manufacture of consumer goods, including, but not limited to, apparel, carpets, firefighting foams, food packaging, leather, non-stick cookware, printing inks, sealants and textiles.
In Montenegro, POP chemicals are regulated under the nation’s ‘Rulebook on the list of hazardous chemicals and products whose export is prohibited’ (Official Gazette of Montenegro (OGM) No. 71/18, 68/20, 99/20 and 86/22).
On May 9, 2025, Montenegro’s Ministry of Ecology, Sustainable Development and Northern Region Development, issued new legislation (OGM No. 44/2025) revising its Rulebook by adding PFHxS , its salts and PFHxS-related compounds (CAS 355-46-4 and others) to the ‘List of POP from the lists in Annexes A and B of the Stockholm Convention on POP’ under Part 1 to Annex I of OGM 44/2025.
